John Dillon co-drove for Steve Winter, where they set the fastest time on the first stage. Their Eclipse lost a belt on the second stage to take them out of the rally.

California wild fires forced the postponement of this rally until 2004.

December 11-14 Ramada Express International Rally
Laughlin, NV Victory at final rally of the year. Team debuts new Evo VII and proves quick out of the box, but a slipping clutch ended their weekend early. They reentered the regional rally on Sunday and won it overall.
